Caring for used jersey?

I bought a used jersey off eBay, however when I received it, I could instantly tell that they didn't take care of this jersey, no delicate wash, clearly put in the dryer (posting said 44, but doesn't fit like a 44). My question is, is there anything that I can do about this to "reverse" this, or is this just a lemon? Attaching pictures, sadly I think I way overpaid for this and of course the seller doesn't accept returns.
