My pdf I imported won't rotate in my using the right mouse button, it will still rotate if i select and use the gumball

I'm having real trouble figuring this out, I've tried resetting the viewport, camera rotate,and some other things, I can't seem to figure it out, I can rotate up and down easily like normal using the mouse right click button, but I can't get it to rotate right and left properly, (Spin on that axis) does anyone have a fix for this? I can't seem to see where I'm going wrong, it's an imported pdf file but I need to extract and rotate, so I can build a model.
