Looking for a specific Mod

So I do have my load order already, but the only thing I don’t have is a mod where I’m able to add legendary effects to weapons and armour I’ve added into the game. I don’t want it to be I can just add the effect straight away, I want to work for it.

So is there a mod where I’d need prerequisites to be able to add these legendary effects? Such as Perk Requirements, rare junk items etc? Many thanks 🙏
