Why do so many players struggle with Daredevil...?

To start off, I know he's really strong. And I do wish he'd get some kind of nerf. But he's also not unbeatable.

But so often when I'm trying to push up for my team, they're all running a wild goose chase for one singular enemy. Surely it doesn't take that much...

And then quite often I see supports not swapping off a particular squishy hero (e.g Rocket or Jeff) instead of something than can fight Devil a bit more easily.

Because especially when I'm solo Tanking, I can't peel for you and make space against the rest of the enemy team alone. There's just not enough time in a round for all this stalling.

I'm not trying to be critical of anyone, I'm just baffled by the lack of coherent strategy from the strategists. Surely there's actual counters, beyond me having to give up a push to chase him away all the time...
