IITK Civil then branch change to ChE/ME?

or IITR ChE and try for circuital?

I'm a partial dropper from NIT Kurukshetra if that helps, 9.81CGPA in sem1

I can't really evaluate how realistic my expectations are as of now but course work is somewhat similar to NITs
