Need advice regarding 2 accounts

My question: I can set up my phone to have two separate users (outside of the game), basically have 2 separate instances of android in one device. If i had different accs in each instance, would this flag TOS? how enforceable are these rules. I can't get the straight answer from bandai. If anyone has any experience.

CONTEXT: So i have my main on mobile, created in mobile yrs ago. I made alt shortly after they released the steam version at the same time of Blue Kaido buff. My laptop is basically dying and i can't afford the luxury of playing with two separate devices anymore.
