Missing connection to my cul de sac

Small cul de sac of 3 houses on a street where every house has VM connection...except our 3 houses. I'm happy to fit the green ducting myself to go from the road to my house but I cannot get hold of anyone to actually start the process other than repeatedly registering my interest. I gave up for 6 months because openreach claimed they were about to build in my area but they have now changed their minds. And no other fibre operators will build in the area because of lack of openreach ducts. Anyone know how i can move this forward? I'm sick of copper speed broadband and I refuse to go near anything Elon Musk like starlink.
