Streak of gods

Would it be a good idea to add to gamefiles a "hidden power level", a number for every player alive that consider how strong is your board? In this way if I already played against the 2 strongest in a row the game would give me a player weaker than me or similar to me. Asking this because way too many times I play against the 3 best in the lobby while someone low hp gets the dead one like 2 times in 5 turns.
