Novel about earth rotating slower/longer days?

About 15-20 years ago (I think) I read a book that I would like to rediscover but can't remember the title or author.

I remember the cover showed a pair of shoes dangling from phone wires over a road.

The plot was about the Earth rotating slower. The days got longer. At first some people tried to follow this pattern and sleep only when it was dark, enduring longer days awake, while others tried to stick to a 24/7 pattern. The longer days caused heat to build up, which caused other problems ( I recall. It was damaging crops and melting asphalt).

I think some (or all) of the book was from a child's perspective.

Any ideas?
