How do I counter hog in high gold low plat?

I managed to get to mid plat and then fell to gold 1 and have been bouncing in and out of plat

My MAIN issue is hog. 90% of the time a hog enemy player is the reason I lose. My main is reaper, and I just can't go near him at all because I get hooked and die. And even if he misses his hook, he gets it back so quickly.

Even if I go off reaper and play soldier or Sierra or enre, I cant even go mid distance because the hook is so long. And I have to worry about the rest of the team getting me aswell

Even with mei (my second main) i get destroyed.

What should I do to counter hog? I would be high plat if it wasn't for this one hero. He's like my kryptonite lol
