Question about webstore

I have a friend who lives in Vietnam, I live in the US. He said he would log in and buy me a bunch of coins for cheap. I know there is a way to spoof it, but I'm terrible with technology. This just feels way easier. So if he does that for me is there any chance of a ban for that? Also would there be any extra steps he would need to take to buy the coins with Vietnam Dong?
