WINZ committing fraud??

so, husband and wife apply for jobseeker allowance, and get given jobseeker allowance EACH, so theyre getting less money than they would if they were given the money as a couple. who do they complain about this to? keep in mind that money is a bit tight (hence the jobseeker allowance application in the first place)
any advice would be appreciated ^w^ im just trying to help some friends out
