UK Electoral Register

How does the timing of moving home, going on the electoral register and being eligible to vote in a bye-election work in the UK?

Say me and 10,000 other people hypothetically choose to relocate to Clacton-on-Sea in the next week or so, could we register to vote in time for a hypothetical election, and hypothetically vote for a man who walks around with a bin on his head.
