Anyone else dealing with insane foundation quotes in old Rockwall?

Our 1990s house near Ridge Road just got flagged for a 4-inch drop on the west side and the first company quoted us $22.000 just for piers. We wanted to stay in this specific neighborhood for the mature trees, but between this and the roof leaking from the spring storms, I'm ready to just sell it as-is and look at newer builds further out. Checked out a few newer listings online near Fate last night from Highland and Grand Homes, but that I-30 bridge traffic during rush hour looks brutal. Is every single house built before 2000 around here just a ticking time bomb with this clay soil?
