Career Pivot- Late 20s with service background looking to enter California water sector/utilities. Or something else???Where to start ?

I am a woman in my late 20s (5 years post-college in an unrelated field in the arts) looking to transition into a career in the govt water/utilities sector here in California.
Some of My Background:
AmeriCorps: Team Leader for trail building, firebreaks, youth development, and camp maintenance
Peace Corps: University program management and design, volunteerism, community development, and women's livelihood projects.

Ive also worked at an environmental construction company in their nursery section growing native plants, and done non-profit community development work and social services. Also have done social media and community outreach as well (but I don’t want to utilize my arts background anymore doing social media etc big career pivot)

What I’m Looking For:
I love systems, logistics, and project management. I want a practical, AI-resistant utility career that truly matters. I highly respect the trades (most of my family is in them) and I know I need to learn the groundwork before I can eventually move into supervisor or liaison roles. I also love working with people, problem solving, and mentorship and bridge building.

For my water research:

My Plan & Questions:
My research points toward getting a California D1 (Water Distribution) certification and taking the Sacramento State Office of Water Programs online courses.
Is starting with a D1 and Sac State courses the fastest way to get my foot in the door for an entry-level role?
Given my heavy project management and leadership background, what specific entry-level job titles should I target to get that hands-on experience?
Any tips for a woman breaking into the operational side of California utilities?

Do other types of jobs or positions come to mind you suggest would fit me well? Especially if it pays well!!!!! Good benefits!!! What roles and how do I get them?
