How do I make a mii happy

Sometimes I see a mii with flowers above their head and when you zoom in it plays a catchy jingle. When you talk to them they say something like I talked to so and so and I am so happy. Though when I try to bring other miis to them they never get flowers above their head. Is it random if the mii gets very happy?
