Prison Architect manual orders and bugs

Hello, I'm having some pretty game-breaking issues in Prison Architect:

_The workmen aren't installing all the pipe insulation. I have over 100 workmen, all fully trained (yeah, I had plenty of resources, so I just spammed the training buttons). Adding the insulation remains on the task list, but setting it as a priority using Ctrl+Left Click—confirmed by the little arrow appearing on the icon—doesn't help. The tasks just sit in the queue, and no one handles them.

_Guards aren't escorting prisoners to their cells, to solitary confinement, or—worst of all—to the infirmary. I've had several prisoners starve to death in a corner because no one escorted them to solitary after they were subdued. I had a female prisoner overdose while on camera. I had a seriously injured prisoner who wasn't under punishment but was never escorted to the infirmary. I have corpses in the morgue that aren't being removed. Manually ending punishments or issuing manual orders makes no difference; it's as if I'm clicking on empty space. And it's not a lack of guards; out of the hundred or so I have, 24 are free and just walking around doing nothing.
