Cryptic Key Droprate But?

I have done a few dozen 7 mod strongboxes with the cryptic key jado passive enabled and haven't seen a cryptic key drop from them. I do get them from unique kills, but never a strongbox. Anyone else getting lower than expected Droprate for these?
