AC blows hot air

what could possibly be the reason my car AC is blowing out hot air.. at 1 point only the AC vents on the passenger side would blow out cool air. now they all blow out hot air. recharged it still no cool air. does not seem like the compressor could be the problem but idk. its a 2007 toyota camry xle V6. also we kinda notice that when we popped the hood it seems like the fan comes on and off repeatedly every like 10 seconds.
