Did FIFA was already in favour of Messi over Ronaldo all these years?

Sepp Blatter Impersonates Ronaldo and says he prefer Messi over Ronaldo

I came to know about this video about our last FIFA president who liked Messi over Ronaldo. So the ballon d'or was already biased towards messi till 2015. After that now in the World Cup, Argentina played against Egypt and got all the favours for them from the referee too.

What you guys think about this? Is FIFA already too biased for Messi and Argentina way before?
