Why can I not use Aura of Experience? (Area 52)

I have an Aura of Experience, when I click to use it, all that happens if a GCD triggers but the item isn't consumed and I don't get buffed.

I am not in Resolute trial

I have Exp bonuses enabled to the NPC

I have reloaded, restarted the game, mailed the item back and forth, I even just made an all new character to use it on and tried it on that character and it also didn't work.
