Flag transition issue / flag remains unreviewed forever

I want to make a flag transition, but I have a problem: the flag I want it to transition to doesn't appear when searching for it. I assumed this was because the target flag is still unreviewed. Is this the case or not? And if it is, then how can I fix that? Should I re-upload the unreviewed flag with the exact same description?

And if it isn't, then what is really the issue?

Also, keep in mind that I haven't made a flag transition before in my time in Pax Historia, so I may not know everything when it comes to this stuff.
