Travel permit from the missions

Hey guys, I'm studying in America and I need to get a travel permit. I've only reached the initial approval stage and I've been waiting for security clearance for over a month and a half. How can I get it done? I heard that Professor Essam can get it done, but I'm calling him and he's not answering. I asked around and they said he retired. How can I get this over with?
