What do I do with a neighbor that is consistently causing issues?

Location: Burlington, KY

We have had a neighbor for the past three years that does not respect boundaries and property lines. There have been multiple people in our cul-de-sac whom have attempted to address the issue and the response has been very poor.

It's gotten to the point where I'm absolutely through dealing with them and have no idea what our recourse is. The issues at hand are:

  • They consistently leave trash in their yard (front and side) and it blows into neighbors yards and we're left to clean it up.
  • They have two dogs whom they let run anywhere they desire. One of them constantly uses our yard to take her dumps. In the past when we had a dog their argument was "How do you know it's not yours", but we no longer have a dog and the piles of crap are still there.
  • On multiple occasions their kids (high school aged) have come running through ours and neighbors yards playing games in the late hours of the evening, waking up families all around the cul-de-sac.
  • They constantly "borrow" another neighbor's basketball hoop and ended up breaking the glass then had the audacity to ask them when they would be buying a new one (they have not).
