Why are animals not punished for sins?

If a tiger sneaks into a village in India every night and eats a child why is the tiger not punished? Animals can steal, rape, murder but no punishment from god for them. They are not robots, they know what they are doing, they have free will. To me they have it better than humans. No, they don´t have doctors, infrastructure or laws but neither did we for literally all of human history.
