[Technocrats] Housing optimization and the Technocrat Council's decision.

With the incoming census, Lucy was horrified; even with all the free housing Technocrats, Legionnaries, and the city built together, it was not enough. And when the news came of Icebloods using this crisis to their advantage, she was furious. With the approval of the Technocrat council, she sent many architects, mechanical engineers, and mathematicians to optimize the temporary shelters for more housing and better ones, and to put up additional temporary shelters around the Technocratic institute. Soon the Technocrat architects began discussing and planning to set up the most optimized temporary shelter tents, kitchens, and other things refugees may need around the temporary shelters.
