Chances of PhD in Germany/Netherlands/Austria

I will be graduating from Georgia Tech with a project-based MSCS (GPA ≥ 3.8). While the project has a significant R&D component, with a non-CS background professor supervising the work, it does not exhibit any novelty. The best we're hoping for are publications for our dataset and potentially the opensource repository we're working on.

I would like to pursue a PhD in 3D Computer Vision in Europe, specifically the three countries highlighted above. I understand my chances of MPG or any top institute are essentially non-existent, however, do I have a realistic chance of tier-1.5/2 institutes/labs?
