Question regarding blitz orders during my turn used by my opponent

So I just played a Varga vs estacion game and my opponent played elemental sanctitude from hand to perfect guard my vg swing, then later in the turn, he removed twincast from drop to guard another attack, was that a fair play?

I thought we could only play 1 blitz order per turn unless a card or ability states otherwise, he said that removing twincast from drop isn't playing a card and doesn't count towards the 1 order per turn. I would like to seek clarity here for future matches.
