Heat Soak?

My 2020 redsport has intermittent power loss, and it's more common the hotter it is outside. Typically it doesn't happen in the morning but sometimes it does, and it usually happens on my drive home especially if it's 80 or hotter. Lowest temp it's happened at was 48 degrees but that was only once. When it happens I experience power surging, it will sometimes regain power as im holding the gas pedal in the same position. Also if I floor it it kind of wakes back up again. I have a stock heat exchanger and hope that's the issue I plan to upgrade it but I've heard it could be fuel/boost related potentially.
