He keeps confusing me

We met 6 months back and hit it off really quick. Initially I made it clear that I wanted something serious but at the same time we kept hooking up even before committing to each other. Now that 6 months have passed I worry about the future of this relationship because in my mind I don’t wanna waste time if he’s gonna commit to me. He wants to take things slowly since he has been cheated on multiple times, which I am okay with but in order to reach somwhere serious we have to give each other time in present too. He acknowledges that he’s unable to give time and I feel he’s too detached when he’s not with me in person.
Everytime I try to bring up breaking up respectfully, he starts consoling me that I should listen to my heart and shouldn’t overthink.
