EMI processing fees on cancellation

Hello everyone,

Got a urgent question, one of my friend ordered a phone on Amazon through a SBI credit card on EMI, later he noticed that the phone is available somewhere else cheaper and the processing fees is also low.

The question is if he cancels the order does the processing fee will be applied or not.

Info : he ordered it at 11pm 9th July and the EMI conversion takes 2-3 days generally.
