No dungeon key with the collection?

Hey all,

My brother recently bought Destiny 2: the collection bundle on steam that comes with everything the game has to offer, which is all DLC packs AND the dungeon keys. After purchase, he has access to all the DLC packs but is not able to access ANY of the dungeons from WQ, LF, or TFS DLC’s respectively. The bundle says he should have all these dungeons unlocked. Has anyone else here ran into this issue and perhaps has any solutions?
