Does ’liable for’ mean the same as ‘required to’, legally? Location: Canada.

Credit Debt Bankruptcy

Just curious as to the difference in phrasing. I noticed that one province’s legislation said a buyer was ‘not liable to pay more than the principal’ and the other’s said they were ‘only required to repay the principal’. It got me wondering whether there’s any legal distinction between the two phrases legally. Location: Canada, Ontario or Nova Scotia.
