Does foreign investment allow for discovery of resources like oil and rubber? Or are you still better off invading?

I.e. you’re playing one of the great powers and don’t necessarily want to colonize Iraq for oil, if you research oil and get investment rights in their country does the resource get discovered? Or is it based on the target country’s technology level which means you’re better off invading/colonizing them?
