New 9060xt 16gb or used 9070?

I am on a decently tight budget and would like to save some money for games etc. I would obviously prefer a new card but I hear that the 9070 is a huge 35% better in raw performance. The price is the biggest worry but let me know if it's worth it and what PSU id be good getting please. With 5800x btw.
