Someone used my emaim

I'm not an apple user nor I intend to be in the future. Someone used my email and name to create an apple account. I changed the password on their account but their security questions are still there so i can't fully access the account. Then they changed the password back and now I can't change it back. I don't want their account I just don't want them to use my email or name. I tried going through apple support but they have this bunch of articles that none was related to my issue. I keep getting emails from apple that this person made changes to their account and the account IS UNDER MY FULL NAME! Any help, please?
