What promotion works best for prime Aquaman?

I have 2 copies so I COULD promote him to Elite 1 but not really sure which promotion to best keep him at since I plan to use him for survival. I have yet to obtain Prime Raven but I do already have Containment Doomsday and promoted him to E1.

If I plan to use those 3 and eventually build their team specifically for survival, at what promotion should each of them be kept at?
