How do I downgrade to 1.28/How to get VRM Qavatars?

I use a quest 3 and was wondering how I would downgrade to 1.28 or how to download VRM Qavatars. I've been trying different GitHub applications but it only brings me down to 1.29, I also tried App version downgrader and that doesn't work either.

I was hopefully looking for some help on what to do. Thanks! :)
