Scope mounted and “zeroed” by reputable gunsmith and had to adjust 1.3 MIL in elevation to zero it myself

If I needed to adjust elevation turret this much of course it wasn’t properly zeroed by gunsmith. My concern now though is was the scope improperly mounted if it was that far off?

Spoke with gunsmith and guy was rude as hell when I asked the above question and essentially told me there’s nothing he can do to answer that without seeing the gun in person.

What do you guys think here? Appreciate any advice.
