Why can my PC not run this game

I'm sorry if this isnt the right place for this post, but I bought a PC and was super excited to play sf6 with less input lag. however, despite having a $1,200 PC my game CONSTANTLY stutters and i can barely get through an entire match even on the lowest possible setting. I do have "input delay reduction" enabled but if it isn't enabled I can't play as fast, and I can feel the delay. If anyone has any advice, it would be greatly appreciated.
