AFK ticket botting

Since we can "farm" tickets in bot games, very smart people abuse this by standing AFK. Can they just get no tickets after match ends? The game easily detects AFK behavior and they stop getting gold as if they left the game so it can do that too? I get at least 2 abusers every game and can't affect them in any way.
