New season performance

Has anyone else's game performance (Frames, display, stuttering) got tanked after the season 9 patch? As im writing this im loading the shaders for the 2nd time but i've never seen so many jumps in framerate on a new season/mid season patch. Im hopefull its just because of so many new team ups but it's kinda insane
