Lifts not in operation for 7 days. Building management ignoring emails.

As the title suggests, I live in an apartment complex in a town close to London.
We have 2 lifts that service our 6 floor building.
One of the lifts has been broken down for a solid 2 months, however now the second lift has also stopped functioning.
Even after numerous mails to the building management, they seem to be doing only their best in ignoring mails from the tenants and I was just wondering what legal recourse we might have as tenants or which agency / government department to approach for assistance in getting this issue resolved.
I know for a fact that there are people with disabilities living in this building too & god alone knows how those people are getting up and down the stairs.

Any advice would be appreciated.
