Question about MSI eligibility

Why is a weak region like EU allowed multiple seeds. Shouldn’t they have to compete for seeds with Africa or the penguin nation, similar to how NA has to share seeding with BR? For competitive integrity, it just gets exasperating watching these 3-0s. Feels like EU should be competing in some sort of handicapped region, thoughts?
