Does anyone know how to get the Wave 9 DLC working on Wii U?

For some reason the only DLC file that isn't working is the one for wave 9.

I downloaded all of the DLC files using NUSspli and installed them using WUP Installer so I have no idea why only the wave 9 DLC isn't working.
