Set filter bug?

I'mm showing the logistic for the arms to capture only 20 rock, but it still capturing more than 20.. why

Why is this happening? i already have 20 of the rock, so it should be called out to the arms... the carbonic and ice rocks work, but not for this one, why!??! im losing my mind.
