Is it possible to bypass the regional blockade without a modchip?

I have a FMCB rework, I have consoles from the PAL region and I would like to play Gran Turismo 3 that I have on the disc only that it is from the NTSC-J region, and I would like to disassemble the console, I would have to dump this game from the console (if possible and then run it from HDD or how else to bypass this lock)?
