No missions at all in the terminal and crashes if I try to select any different menu in the mission terminal.

So don't use any mods at all, I've updated my driver's, verified game files, disabled discord overlay, I've done pretty much everything my tech inept mind can think of but after loading into my character the mission terminal is completely empty and if I click "Show special assignments" or try to get to the campaign mission selection part my game just crashes, also if I try to quick play I just get error 9999. I haven't been able to find anything on this, has anyone else experienced this or have a possible fix?
