Is this a symptom of tight pelvic muscles?

So this is awkward but I(26F) don't know if it's normal or not. Whenever I try to pleasure myself, I'm not able to insert more than one finger in my vagina. And inserting even one finger is kinda painful. And whenever I try to be intimate with my partner, he wasn't able to enter. Last time he managed to insert the tip but then it became painful so I stopped it. Is this normal? What can be done to make it easier??
