"OH MY GOD!! WON'T SOMEONE SAVE US??"

"The entire United States and Chinese military force is ready and available to save you."

"NAH YOU CAN'T COME IN, WE WON'T ALLOW IT NO MATTER WHAT. ANYWAY. AAAAAAHH!! WON'T SOMEONE SAVE US???!!"

Although this isn't a new complaint, I've found myself in a ridiculous situation.

I am as allied as I can be with Project Exodus (Non-aggression, Intel-Sharing, and 0 hate). They control Mozambique, where an alien megafauna is massacring civilians. Project Exodus has virtually no armies to speak of (they all got destroyed in an unrelated conflict with the Servants in Korea).

And despite all of that, they REFUSE to let Mozambique form an alliance with China and/or the USA so that their massive armies can come and kill goshzilla. I don't really want to take control of / declare war on Mozambique just to let my armies in because then Exodus would break off our agreements for a long time. And declaring such a sudden war would tank my cohesion, too.

Is there *really* no other way (besides cheating)?

I just find it absurd that there isn't some kind of late-game tech where you draft new global legal procedures for this kind of thing. To be allowed to send armies into territories being attacked by the aliens.

"No, you can't come save us from this giant monster. You'd be trespassing in our nation. Yea, I know we're buddies and sharing intel and all, but you still can't help us."
